Foods that have an "acidic" function contain more electro-negative elements such as chlorine (Cl-), phosphate, sulfur, etc. Food that have an "alkaline" function contain more electro-positive elements such as sodium, potassium, calcium, magnesium, etc. The common method used to determine this is to burn the food at an extremely high temperature and measure the mineral content found in its ashes.
For example, an orange itself is acidic, but because it contains high levels of calcium, potassium, etc, it is actually an "alkaline" foods. This is because calcium and potassium in oranges will help make your blood alkaline.
